Resumen

On March the 23th the European Commission approved a new
version of the European Interoperability Framework (EIF) adopted
in 2004, which was the basis for the definition of the Spanish Interoperability
Framework (Royal Decree 4/2010).
The new EIF is a key resource in the European strategy for the Digital
Single Market. It is oriented to improve the quality and interoperability
of public web services and enhance the possibilities of digital
collaboration of public bodies among them and with external users.
It defines guidelines for the updating of European National Interoperability
Frameworks and includes a conceptual model in four
layers, twelve basic principles and a set of recommendations about
how European Public Administrations shall communicate among
them and with citizens.
Although is a recommendation, it is expected that it can be a basis
for the updating of National Interoperability Frameworks.
In this article, a summary of the new EIF, a description of its philosophy,
an analysis of their impact in Directive INSPIRE implementation
and some conclusions are provided.
