The proper delimitation and location of places where the population lives or engages in activities, using an unequivocal place name and coding, is essential for emergency planning and management. In critical situations, speed and accuracy in identifying affected areas and estimating the population exposed at a territorial level below the municipality are vital to optimizing the response and minimizing the impact on human lives and material goods. In this context, the Population Information System of Andalusia (SIPOB) stands as a fundamental geographic tool for the planning of territorial policies, municipal services, or action in emergency situations. For this purpose, the participation of municipal technicians and provincial councils is essential to ensure the completeness and quality of the data, guaranteeing continuous updates. However, the possibility of providing information related to the population at a level below the municipality raises difficulties regarding statistical confidentiality.
